This paper examines the economic consequences of terror attacks and the channels through which terrorism affects local economies. I rely on an exhaustive list of terror attacks over the period 1970-2013 in the U.S. and exploit the inherent randomness in the success or failure of terror attacks to identify the economic impacts of terrorism. The findings suggest that successful attacks, in comparison to failed attacks, reduce the number of jobs in targeted counties by approximately 5% in the year the attack takes place. The effects fade away after 2 years and I find no evidence that neighboring counties suffer from the successful attack. Analyzing the channels, I find suggestive evidence that the decrease in the physical capital stock of a county partially explains the temporary reduction in jobs. I also focus on economic attitudes and political preferences since these preferences have been shown to be related to economic outcomes. The results suggest that successful attacks decrease temporarily vote share for Democrat candidates in gubernatorial elections and bring a leftward shift in attitudes in targeted counties.

The impact of smoking bans is estimated on those likely to be smokers relatively to others in order to take into account the effect on former, potential and current smokers. Our estimates suggest that the implementation of smoking bans make those who are predicted to be smokers more satisfied with their life. Within-family externalities and time-inconsistent family-utility maximization explain these findings. What has been the response of U.S. governors to the COVID-19 pandemic? In this research note, we explore the determinants of implementing stay-at-home orders, focusing on governors' characteristics in the early stage of the pandemic. In our most conservative estimate, being a Democratic governor increased the probability of implementing a stay-at-home order by more than 50%. Moreover, we found that the probability of implementing a statewide stay-at-home order was about 40% more likely for governors without term limits than governors with term limits. We also found that Democratic governors and governors without term limits were significantly faster to adopt statewide orders than Republican governors and governors with term limits. There is evidence of politics as usual in these unusual times.

Using the universe of individual asylum cases in the United States from 2000-2004 and a difference-in-differences research design, we test whether Sept. 11, 2001 decreased the likelihood that applicants from Muslim-majority countries were granted asylum. Our estimates suggest that the attacks resulted in a 4 percentage points decrease in the likelihood that applicants from Muslim-majority countries are granted asylum. The estimated effect is larger for applicants who share a country of origin with the Sept. 11, 2001 attackers. These effects do not differ across judge political affiliation. Our findings provide evidence that emotions affect the decisions of judges.
In this paper, we investigate the effect of a change in childcare subsidies on parental subjective well-being. Starting in 1997, the Canadian province of Québec implemented a generous program providing $5-a-day childcare to children under the age of 5. By 2007, the percentage of children attending subsidized day care had tripled and mothers' labor force participation had increased substantially. Objectively, more labor force participation is seen as a positive improvement, bringing with it higher income, independence and bargaining power. Yet a decrease in women's subjective well-being over previous decades has been documented, perhaps due to a Second Shift effect where women work more but still bear the brunt of housework and childrearing (Hochschild and Machung, 1989). Using data from the Canadian General Social Survey, we estimate a triple-differences model using differences pre- and post- reforms between Québec and the rest of Canada and between parents with young children and those with older children. Our estimates suggest that Québec's family policies led to a small decrease in parents' subjective well-being. Of note, though, we find large and positive effects for poor household families and high school graduates and negative effects for middle household income families. We find similar negative effects on life satisfaction for both men and women, but different effects on satisfaction with work-life balance. This suggests that fathers' life satisfaction could be influenced by their wives' labor supply while their work-life balance is not. ; Dans cet article, nous étudions l'effet d'un changement dans les subventions aux services de garde sur le bien-être subjectif des parents. À partir de 1997, la province canadienne du Québec a adopté un programme généreux offrant des places à contribution réduite à 5 $ par jour par enfant de moins de 5 ans. En 2007, le pourcentage d'enfants qui fréquentaient les garderies subventionnées avait triplé et la participation des mères sur le marché du travail avait considérablement augmenté. Objectivement, cette augmentation de la participation a apporté un revenu plus élevé, de l'indépendance et un plus grand pouvoir de négociation. Pourtant, une diminution du bien-être au cours des décennies précédentes a été documentée, peut-être due à un effet lié à l'addition du travail aux tâches ménagères et à l'éducation des enfants (Hochschild et Machung, 1989). En utilisant les données de l'Enquête Sociale Générale du Canada, nous estimons un modèle à triple différences en utilisant les différences pré- et post- réformes entre le Québec et le reste du Canada et, entre les parents avec de jeunes enfants et ceux qui ont des enfants plus âgés. Nos estimations suggèrent que les politiques familiales du Québec ont mené à une légère diminution du bien-être subjectif des parents. Fait à noter cependant, nous trouvons des effets positifs importants pour les ménages pauvres de même que pour les individus avec un diplôme d'études secondaires alors que nous obtenons des effets négatifs pour les ménages à revenus moyens. Nous trouvons des effets similaires pour les hommes et les femmes en ce qui a trait à la satisfaction dans la vie, mais des effets différents concernant la satisfaction relative à la conciliation travail-famille. Cela donne à penser que le bien-être subjectif des pères pourrait être influencé par l'offre de travail des épouses tandis que leur satisfaction relative à la conciliation travail-famille ne le serait pas.
